Description

The scene is the National Civil Defence headquarters. Two men, up to their ankles in water, are mopping up the flood. One of them, standing outside the door carrying two buckets full of water, is being spoken to by two men coming down the stairs. They are both dressed in coats and dark glasses and one is showing his identity card which identifies him as a Security Intelligence Service (SIS) officer. His words are a pun on different types of leaks.

Extended Title - National Civil Defence headquarters in the Beehive building were flooded during the weekend.
