Cartoon shows a wigged judge at left holding a bucket labelled "Cook Is." with a hole in the bottom. He is speaking to the Premier of the Cook Islands, Albert Henry who wears a floral shirt and sunhat.
The caption is a pastiche of the song "There's hole in your bucket, dear Liza ...".
Albert Royle Henry was the first Premier of the Cook Islands. He was forced to resign from that post in a 1978 voting scandal for which he was later convicted of fraud (Retrieved from Wikipedia, 11.3.2001)
