Shows Australian Prime Minister, John Howard, skipping with glee as he showers dollar notes in his wake, and assuring Australians that they will have tax cuts as it is their money. New Zealand Finance Minister, Michael Cullen, looks pained and advises New Zealanders to take no notice, saying that John Howard has been in the sun. Refers to the fact that John Howard has offered tax cuts as he heads into an election and to Michael Cullen's apparent reluctance to give tax cuts to New Zealanders in spite of the fact that he has announced a large surplus.
