The cartoon shows Prime Minister John Key liberally scattering banknotes which are picked up by a man who puts them into his back pocket. Finance Minister Bill English then surreptitiously pulls them out of his pocket. Refers to the 2010 budget which offered tax cuts which were largely paid for by a rise in GST from 12.5% to 15%.
