Black Power and other residents in the Upper Cuba Street area were fighting the council's actions regarding the demolition of houses in Arthur Street to make way for small business venture units. Jim Andrews had been evicted from his Arthur Street council house after a lengthy legal battle, and had been relocated by the community in a Tonks Avenue house.
