Winston asks "Tua" if he things they will be able to stay in the new gang under "Ships" (Jenny Shilpey), and Tua replies that there should be plenty of room under Shipley's thumb. Folder is dated 1997, but this cartoon may date from the time when Jenny Shipley replaced Jim Bolger as Prime Minister.
