They are surrounded by household possessions, as if they are homeless. Rowling is holding a begging cup and has a sign around his neck saying 'Unjustly evicted'. Newly-elected Prime Minister Robert Muldoon looks on with a sneer from the top of the steps to Parliament, while another man is reaching into his pocket to give the beggars some change.
