On 13 August 2013 the Minister for Social Development, Paula Bennett announced legislation to protect children as part of the Children's Action Plan. The child kicks the doctor really hard in the shin. The doctor delivers a neck cracking thump to the top of the childs head. The child looks up at the doctor and rubs it's head. The doctor lifts the child up by the scruff of it's jumper and passes it back to the woman.
