Another man is saying this stands for 'Parliamentary Security Intensification System'. This is a play on the initials P.S.I.S. which stands for Public Service Investment Society. In the lower left a security guard stands outside a door hugging himself to keep warm while a colleague looking out throuh the door says that the Prime Minister has ordered door checks to remain during southerly winds. In the lower right two security guards stand at the door labelled P.S.I.S. watching the tea lady pushing the tea trolley. She says she would rather be called the tea lady than the liquidator. Description: Shows four scenes depicting British civil servants taking their tea break. In the first two men are standing outside a tea shop lamenting this is the last time they will be able to meet for tea. In the second scene a group of men are scrambling from their desks to grab a cup of tea as the tea trolley is rushed past them. In the third scene a man clutches his throat as he tries to find a report for his superior. He explains that he was eating his cake while he looked for the report, then realizes that the cake is still on his desk and he has eaten the report. In the final scene a man is being offered a cup of tea from the tea trolley but declines as he has brought his own flask and eccles cake.
