The first passport refers to a scam that involves overstayers paying up to $370 for Aotearoa citizenship certificates, which promise to absolve the holder of all responsibilities under "Pakeha law", including paying taxes to the New Zealand Government. The man behind the scheme, calls himself Chief Tupai. The second passport refers to the mount of money being borrowed by the government each week.
