Organisation was established in 1925 under the sponsorship of the Association of New Zealand Chambers of Commerce. The objective of the DSPA was to lobby government to increase the flow of British migrants to New Zealand as a pre-requisite to further economic development. It was supported financially by Chambers of Commerce, the Employers' and Manufacturers' Federations, the RSA and the Salvation Army. The president and main spokesperson was Arthur Leigh Hunt and patron, Lord Bledisloe.
