Cartoon depicts Dunedin Mayor Dave Cull in his mayoral robes and chain wearing leg irons and chained to the Forsyth Barr Stadium. Refers to the ongoing financial loss for the Dunedin City Council due to the cost of building the stadium. Also refers to doubt that the leg-irons bought by the Council were used to shackle Maori prisoners from Parihaka bought to Dunedin. Instead it now appears they were used to shackle camels.
