Hooper emigrated to New Zealand in 1885. After time as a farmer and journalist on the Parliamentary Press Gallery he joined the Department of Agriculture in 1900; he was attached to the Agent-General and New Zealand High Commission in London (1902-1909); and edited the `New Zealand journal of agriculture' (1915-1933)
