A man walking his dog in 'Waikawa Park' is spooked by pairs of eyes peering out of bushes and trees. Text reads 'Spot the dobbers'. Marlborough District Council bylaws governing the use of the sports grounds ban dogs from within 6 metres of the sports playing field. People walking their dogs in Waikawa park are questioning the legality of the Council's fining them $300 after being dobbed in by members of the public.
