Depicts Sir Julius Vogel after the fall of his government. He is shown in the Chamber in Parliament, late at night, reaching out sadly towards a bust of Pallas Athene. The bust is surmounted by a raven, marked 'Vox populi'. Accompanied by four verses, each one ending 'Quoth the raven "Nevermore" The verses are signed H B B
