Structure of the data

The structure of the New Zealand Partnerships Programme data is as follows:

  • action statements – libraries described what they were going to do.

  • focus areas – action statements were to fit within or target one or more focus areas. There were six focus areas: workforce capability, digital inclusion, community engagement, te reo Māori and Mātauranga Māori, content creation and curation, and reading for pleasure.

  • objectives and measures – each action statement could have one or more objectives and each objective required a statement of how success or progress towards the objective could be measured or observed.

  • progress and commentary – the quarterly reports asked libraries to give an arbitrary indication of progress towards each objective using predetermined percentages and the measure statements as a guide. For each objective libraries were given space to provide some commentary on progress or achievements they had made.

  • numbers – Libraries were also asked if they could provide any tangible numbers involved with their initiatives.
