- Description
Two men, one of whom is summarising John Key's arguments for the (parliamentary) bill on the partial sale of assets. He concludes by saying that 'he had a mandate'. The other replies that Bill must be his partner. The cartoonist comments 'At last! - Informed debate!'
A pun, playing on the words 'Bill' and 'mandate', with the second man illustrating the lack of understanding of the issue of asset sales by many of the population in New Zealand.
