- A man is watering his garden in the rain and tells his bemused neighbour that he is 'capitalising on the absence of water restrictions'. Context - Hamilton City Council city waters manager Tim Harty said that consumption levels have decreased quite significantly in line with the recent drop in temperatures, and he is confident that the demand on water will remain at acceptable levels without the need for further water restrictions.
