Description

Cartoon shows an arrested man being led along in front of a newsagent's shop between two policemen. He has been arrested for using the word "Bugger" when he was simply commenting on the newspaper billboard stating that "Bugging is legal".

Another billboard in front of the newsagents shows Prime Minster Muldoon's face, and announces that "P.M. borrows more".

The kiwi at lower right comments: "Starting to bug everyone!"
