The cartoon is a satire of a 1970s British Paints advertisement with Rolf Harris. It shows former Minister of Maori Affairs Matiu Rata with a tin of whitewash. The tin has Labour Party logos on it and has a sales pitch of, just rowl on. Refers to Labour Party policy on Maori land.
