Shows a man fast asleep as he kneels by his baby's cot trying to get him off to sleep with a soft panda bear called 'Mike Moore' that rambles on about the constitution, the consensus and the electoral finance law. The tedium of the bear's talk has had the effect of sending the father to sleep but not the child. The man's wife stands silhouetted in the doorway wondering if the soft toy has done the trick. Refers to the constitutional debate that former Prime Minister, Mike Moore, has raised.
