Description

Shows Helen Clark, leader of the Labour Party, and Don Brash, the leader of the National Party, as lambs shivering during a snow storm. Brash is sheltering under an almost bare 'ACT' tree. While Clark is sheltering under a healthy 'Greens' tree. Refers to the political partnerships between parties and the need for the larger parties to rely on the smaller parties to form governments.
