A reptile in the guise of a lawyer holds a copy of the 'Bazley Report on Legal Aid' and closes his eyes while putting his reptilian claw to his head to express total horror and disbelief that his 'fellow lawyers' could be 'ripping off a gullible system and vulnerable families'. Refers to a damning report by Dame Margaret Bazley which states that the justice system has been undermined by more than 200 corrupt lawyers who are rorting taxpayer-funded legal aid. Dame Margaret found lawyers taking backhanders, charging illegal "top-up" fees and grouping together to defraud the legal aid system, which costs New Zealanders $123.9 million a year.
