Shows Muldoon standing holding binoculars and dressed in army uniform. He is directing his artillery troops to fire rounds at Western Samoa, Clyde and Marsden Point. The gun is called 'legislation'. Refers to the fall of the Western Samoan government, the long running industrial dispute at the Marsden Point oil refinery, and the controversial Clutha Development (Clyde Dam) Empowering Bill introduced by the government to continue construction of the Clyde Dam.
