Description
New Zealand prime minister Peter Fraser and his cabinet are paddling a waka out into a storm while National Party leader Sidney Holland sings goodbye to them. The waka is flying the Blue Peter flag, (the blue and white flag flown by a ship to signal it is departing on a voyage).
