Caption - More than two miles of mostly irate drivers doing their morning chore in Wainuiomata again today...The Hutt County Councul is using motorists to consolidate the chips on the new sealing by blocking off two lanes to force all traffic to make a 5 mph crawl over the 5000 (NZ Pound) surface..."
