In 1877, the Mayor of Wellington held a competition for a Town Hall design, won by Thomas Turnbull from 10 entries. By 1878, S. Brown had built one wing, as an extension to the Provincial Council Chambers in Molesworth Street. This plan is likely to be a competition entry.
