Shows a man representing local authorities drowning in paper work as a result of extra legislation and regulation and applications. Leader of the National opposition, Don Brash, as a St Bernard dog with a little keg of whiskey round his neck bounds in to dig the man out of the mountain of paperwork. Cartoon refers to the National Party's promise to reduce unnecessary legislative demands imposed upon local councils.
