Shows Finance Minister Michael Cullen trying to stuff a rabbit labelled "$6.6 billion surplus" into a magician's top hat that is labelled "$520 million surplus". Refers to the Finance Minister needing to convince the public that the $6.6 million surplus cannot be used to fund tax cuts, hence his effort to reduce the rabbit to $520 million that will fit inside the hat.
