- Description
Shows Prime Minister W F Massey navigating the New Zealand Government through the stormy seas of party politics. His frail craft, a Maori waka with 'majority of three' written on the sail, is threatened by Liberal and Labour sharks. A pennant at the top of the mast is marked 'Square deal' and another pennant, marked 'Oamaru' has ripped off and is flying away in the wind, presumably a reference to a lost parliamentary seat.
