Shows Nordmeyer bending over and shearing a sheep (New Zealand taxpayer). All the wool has been removed from the sheep's stomach and hind legs and its skeleton is exposed. There is a large pile of wool behind them. Refers to the U.K. budget and New Zealand taxpayers. Suggests the government is fleecing the taxpayer.
