Moving to a New Ebook Management Model
The National Library engaged KPMG to assess the case for change for moving to a new model for managing and engaging with the ebook supply market. This report looks at the current strongly devolved operating model, and the pressures mounting on libraries with the rapid growth in demand for ebook content.
The pressures include limited access to content from both New Zealand and overseas, and the complexity of support and varying customer experiences caused by the use of multiple platforms.
Furthermore, the move from capital budget items to opex subscription items adds to an already challenging situation.
The report identifies strong strategic alignment with Better Public Services Result Area 10, the Department of Internal Affairs Statement of Intent 2013-2016, the Public Libraries of New Zealand Strategic Framework 2012-2017, and the Network for Learning and concludes that there is a case for change based on effectiveness of contracts, access and customer experience.
