Group of Townwatch volunteers in Porirua East, photographed on 29 July 1993 by Evening Post staff photographer Mark Coote. Organiser Paul Ngatai is a front right, wearing cap.
Original caption reads: "More than 60 Porirua East people are patrolling streets day and night to cut crime. Organiser Paul Ngatai said the Townwatch group began patrols on Monday aiming to stop crime before it happened. Burglars and truant students were targets. Many of the volunteer patrollers were Samoan, Nuiean, Rarotongan and Cook Islanders and it was hoped this would help when dealing with the island community, Mr Ngatai said."
