On his right is the U.S.A. where a man is holding a knife (Quota) over a plate of lamb. Holyoake is pointing his finger at them and giving them instructions. He is hiding two notices behind his back which relate to New Zealand exports to Britain and America. Refers to New Zealand's trade regulations with Britain and the United States.
