In 1979 Wellington City Council initiated its Summer City Festivals. This was in responce to the social conditions of the time but was also a promotion of Wellington's recreational resorces through what was then the Parks and Recreation Department. The Festivals were held over about six weeks from about New Year to early February. They included sport, music (as outdoor and street performance), often huge baroque Theatre performances and masque-like tableau, public art displays in which people joined, events on beaches, dance, and processions through the city and on ocassion on boats round the inner harbour. The scale of the early festivals was possible because they took place at a time when the Government was providing large ammounts of relief money to students and others through the PEP scheme. This meant that there was lavish funding and a large pool of tallent avaliable to provide ideas and run events
